The proposed Competent National Authority would administer Jersey's international and domestic controlled-drug obligations, including licensing, import and export authorisations, annual estimates, statistical returns and the reporting of losses or discrepancies.

The service supports legitimate medical and scientific use while protecting against diversion and misuse.

Annual requirement forecast

Submit anticipated annual requirements for controlled drugs used in legitimate medical, scientific or manufacturing activities.

Supplementary estimate request

Request an amendment where authorised annual requirements are expected to be insufficient.

Periodic returns

Submit information on manufacture, acquisition, use, stocks, imports, exports and disposal.

Loss, theft or discrepancy

Report any unexplained loss, theft, stock discrepancy or suspected diversion.

Destruction notification

Notify the authority of proposed or completed destruction of controlled drugs.
